平和と武力侵略の理由
拝啓 衆議院議長 河野洋平様
日本が攻撃される心配があるから自衛力を整備・保持しなければならないと主張している方々はどのような理由によって日本を外国が攻撃しようとすると考えているのでしょうか。微妙な問題なので公にはできないのかも知れません。他国を武力攻撃する理由は次の三つが考えられます。
１． 資源奪取等経済的利益を得るため
２． 自国の防衛のため
３． 名誉と権威の保持
領有権争いは１，３両方の場合があり３は国内向けの意味づけが強いのではないでしょうか。
日本を武力攻撃する場合１の経済的利益はほとんどないでしょう。日本の鉱物資源は乏しく自然資源は水と石灰岩と太陽ぐらいのものでしょう。
人的資源が武力によって獲得できないのは明らかです。人数が確保できても技術、知識の効率が圧倒的に落ちるからです。それよりも技術開放、資本投下を迫ったほうが得策です。
３は大いにありえます。独裁国家はもちろん、民主的体系を持つ国においても政権を守るために海外に目を向けさせる方法がよくとられます。
そして「２.防衛のため」 これが曲者で、お互いの不信感を増強し近隣諸国間の軍拡を推し進める原動力です。どこかで断ち切る必要があります。 敬具
